Developing social impact assessment guidelines in a pre-existing policy context

Few jurisdictions have translated internationally agreed social impact assessment (SIA) principles into statutory provisions. Governments and regulatory bodies tend to provide developers with high-level frameworks, or require that social impacts be ‘considered’, without specifying how this is to be done. In Australia, this lack of clarity leaves all parties uncertain about requirements for SIA. The New South Wales (NSW) Government’s 2017 release of the SIA guideline for State-significant mining, petroleum and extractive industry development represents an attempt to clarify requirements and provide guidance. In this paper, we describe the process of bringing this guideline to fruition from the perspective of being directly involved in its development, and highlight the challenges involved in integrating leading-practice principles into the state’s pre-existing policy framework. While the guideline represents a significant advance in policy-based SIA guidance, some aspects leave room for improvement. The real test of the guideline’s impact will lie in its influence on SIA practice in NSW, and ultimately in social outcomes for communities affected by resources projects.

Child Death From Pediatric Illness: Conceptualizing Intervention From a Family/Systems and Public Health Perspective.

Despite the universal and understandable distress associated with the death of a child from pediatric illness, do psychologists help surviving families in ways that match their need for assistance? Many families do not seek psychological help and cope adaptively with their loss. Indications for psychotherapy with bereaved families are based largely on experience with families who engage in treatment and who have greater distress. Other families may not receive sufficient services but are at risk for ongoing difficulties and unlikely to engage in treatment. Nicholas Hobbs (1915–1983).

Presents an obituary for Nicholas Hobbs. Just at the end of his stellar career of public service through psychology, Nick Hobbs received very appropriate honors showing that psychologists and many others knew what a precious national resource his life had been. Only days before his death from cancer on January 23, 1983, he participated in the dedication of the Nicholas Hobbs Laboratory of Human Development of the Peabody College for Teachers of Vanderbilt University, part of the Kennedy Center for Research on Education and Human Development that he founded and directed at its beginning. Two years earlier, he had received two parallel American Psychological Association (APA) awards--one for Distinguished Contributions to Psychology in the Public Interest and another for Distinguished Professional Contributions "utilizing psychological knowledge in the public interest and social policy." As the citations and testimonials on these occasions variously noted, Nick gave creative, responsible, and effective service to the institutions that he helped administer, to the Southern region from which he sprang, to the APA, and to the profession of psychology, but above all to the nation's children and youth, especially those who grew up with disadvantage and difficulty. Project to develop school education services in Delhi, India

There are many ways in which quantitative decision models can be applied in project management. The introduction of a project evaluation review technique network model to the development of a school education service in the city of Delhi, India, is described. The reasons for choosing this method, its advantages and limitations are discussed. Examples of the information obtained from the model are presented and explained.
